Hello Ron. I hope that your brother makes a full recovery.
Since vaccines work by deliberately introducing a small amount of the virus*, it's not entirely surprising that your brother's test was positive shortly after receiving his second inoculation. What is unusual is that his body hasn't reacted as expected, by producing antibodies. It's extremely unlikely to be linked to his contact with other people.
