Because the charcoal coloured stuff that was on them when they were supplied (they were new) has a much tougher, more resilient consistency than Pad Goo. It's really dense and doesn't look like it'll wash off, whereas Pad Goo does.

Pad Goo is clear and the consistency is more like Tesco handwash than brake grease.
