I have only read the begining of this post and looked at the initial photos, and by the look of the photos the paint was applied with a brush, I think when covering a large area of chips you are supposed to apply the paint using a rag and smear it on leaving only a very thin layer to rub off at least this is what I did and it worked perfectly
