I think he's referring to the difference between XP and Win8 in user interface. And I would agree. The difference between XP and 8 is very big, much to big for (old) people to understand the new way of working with it.
I do agree with you, technically, there isn't much wrong with Win8. It's stable and kinda does what it's supposed to do. It's just the UI that has changed a lot (and I for one really don't like the new way...)
