You can blank it off. Loctite or spot weld a suitably sized object into the exhaust port of the EGR valve if you want to do this. No point in removing the vacuum pipe alone as it's required to hold the valve shut when you're on the accelerator.

I'd echo the above comments though, remove and fit a bypass. They are around £30 and definitely make a difference to the way the car drives, especially around town.
