The only air con. relay in the car's fuseboxes is the compressor relay. Your garage must be referring to that.
Your problem seems to be that the air con. ECU is not responding to a request to turn it on. Are you sure that the refrigerant charge is correct? Too little or too much will stop the compressor running, but by-passing the relay will override this safety device.
