What to use to draw a circle on an mp4
 

I have an mp4 video file, as it plays I would like a circle to appear with some text next to it for a couple of seconds to attract the viewers attention. I then want to upload it to Youtube
Is there any free software that will allow me to draw a circle and add text to an mp4 file for a few seconds?

I dont know if THIS program is what you are looking for exactly, but it is a free and reasonably powerful video editor, which also has various plug ins including text/title editor. Not sure if there are plugins for the overlay you are looking for, but there seem to be quite a few available.

YouTube's own uploader used to have an option for text overlays. But I found it quite clunky and not very intuitive, so havent used it for a few years.
