We had a problem on some machines I worked on that required M6 Allen headed bolts to often need drilling out.

Got hold of a left handed drill bit, and more often than not, once the drill bit into the bolt, it would loosen and spin out.

Get plenty of copper slip on the new bolt and it should come out easily next time, and just nip it up hand tight.

From what I can tell the bolts don't do much apart from holding the disk in place while you reassemble the caliper, and obviously stop the wheel pulling at the disk if its all corroded together. Lots of copper slip on the wheel mating face stops this.
