Default ZT wheel arch rust

Hi, The bottom edge of the rear wheel arch on my ZT and on our 75 too, have started to rust.. just the bottom 2 or 3 inches so far. This started a few years ago and I cleaned all the rust off with a wire brush, applied rust converter, zinc etch primer, and top coat. But a few months later the rust comes back.. so i've done this several times now. I did it last autumn and now having just cleaned the car for the first time in a while.. and the rust is back. I don't really want to have to keep doing this.. so has anyone had the same problem and can recommend any products that last for a long time to stop the rust? thankyou.
