Check in the settings of the stereo for an on off setting for the pre outs. Some stereos used to have an option to disable them. If they were enabled and the volume turned up, there would be a little sound coming from the speakers, if not wired to an amp.

Next place to check, would be the wiring of the iso connector. Making sure they were intact and not spliced in any way. (Eg a negative from one side spliced to a negative of the other, but the positives correct)
